The Story So Far

Chichester District Council’s Planning Committee resolved to grant outline planning permission for what’s known as the ‘Tangmere Strategic Development Location (SDL)’ site within the District Local Plan and Tangmere Parish Council Neighbourhood Plan in 2021 and reconfirmed this in 2023. The formal decision notice was issued in 2025 and the focus has now moved to progressing and agreeing the details for the development through reserved matters planning applications and the discharge of conditions attached to the outline planning permission.

The outline permission followed years of engagement with Tangmere Parish Council, Chichester District Council and the community, with the masterplan centred on the ‘One Village’ vision – connecting with the existing village and providing up to 1,300 homes, a primary school, community and commercial facilities together with significant areas of open space. Further engagement will continue over the coming months and years as detailed reserved matters applications are prepared and the development begins to be delivered.

Three Spires

We have engaged closely with community representatives and stakeholders to inform the site name, which was also shaped by research on the site’s history. ‘Three Spires’ was suggested during this process, as the development site has sight of three church spires. There are long distance views to Chichester Cathedral and local views of St Andrew’s Church at Tangmere and also at Oving. These views have been retained through green corridors and along key streets. The approach to masterplanning at Three Spires has been landscape-led, celebrating the unique features of the site.


What happens next?

We have developed a Design Code that will guide good and consistent design principles for Three Spires, focusing on how the development should look and feel. This helps everyone, including developers, planners, and local communities, to understand the vision and expectations for what kind of place is being created. Vistry Group is engaging closely with Tangmere Parish Council and Chichester District Council on the evolution of the Design Code.

We will also be progressing several ‘reserved matters’ planning applications over the coming months. Reserved matters applications build upon the principles agreed at the initial, outline planning stage to agree the details of the development. This could include detailed infrastructure delivery, layout of new homes and design. The Design code will guide reserved matters planning applications, ensuring the delivery of well-designed, attractive places that complement the local character in Tangmere.
